Steven regularly counsels boards of directors, community association managers, and developers regarding governing document interpretation and amendment, covenant enforcement, elections, rulemaking, developer rights and obligations, turnover, and statutory compliance. He also represents developers in the creation and structuring of new residential communities, including the preparation of condominium declarations, declarations of covenants, articles of incorporation, bylaws, and related governing documents. Steven has significant experience negotiating and drafting construction, maintenance, and vendor agreements and routinely advises clients on major capital improvement projects, construction risk allocation, reserve funding, special assessments, project financing, and other matters involving the long-term maintenance and operation of community associations.

 

In addition to his transactional and advisory practice, Steven represents clients in administrative matters before state agencies and assists boards and developers in navigating regulatory issues, governance disputes, and evolving statutory requirements. He is committed to providing practical, responsive, and solution-oriented counsel that enables clients to make informed decisions, minimize risk, and achieve their business and operational objectives.

 

Steven earned his Juris Doctor, cum laude, from the University of Miami School of Law, where he served on the Editorial Board of the University of Miami Law Review and was awarded a Dean's Merit Scholarship in recognition of his academic achievement. He is admitted to practice in all Florida state courts and is an active member of the Florida Bar's Real Property, Probate and Trust Law Section.
